New Study by The Bivings Group Evaluates the Best Online Congressional Campaigns

(September 16, 2002) - Washington, D.C. - Republicans and Democrats alike have successfully embraced the use of the Internet in Congressional Campaigns, according to a new study released by The Bivings Group, a Washington DC-based Internet communications agency. The report is the third in a series examining the use of the Internet by candidates for federal legislative office.

"Although not every candidate is utilizing the Internet as well as they should, there are a number of excellent examples of campaign websites from candidates from both major parties", stated Gary Bivings, President of the Bivings Group.

In the first two studies released earlier this year, The Bivings Group researched the Internet presence of over 1,400 incumbent and challenging candidates for the U.S. House and Senate. The sites of each candidate were objectively and quantitatively evaluated according to its content and its visibility on the Internet's most commonly used search engines.

This third study reevaluates those sites that scored perfectly in the previous two studies, and selects the ten that best illustrated how a campaign website should look, feel, and function. Interestingly, despite using the most objective approach possible, those campaign websites that made the list of the ten best were split evenly between Republicans and Democrats, showing that neither major party was leading the other, although third party candidates did lag significantly. The best campaign websites were also evenly split between incumbents and challengers and Senate and House campaigns.

The next report in The Bivings Group 2002 Internet and Politics Report series will explore whether there is a direct relationship between well-designed and implemented campaign websites and successful bids for the House and Senate.
